The World Bank announced this week (April 2010) a new open data initiative, which provides free and open access to the Bank's health and development data, including 2,000 social, economic, financial, institutional, and environmental indicators. The World Development Indicators, the Bank's most popular statistical resource, consist of over 900 indicators for 200 countries alone, including many that go back to 1960. The Bank has also opened up access to the Global Development Finance, Africa Development Indicators, Global Economic Monitor, and indicators from the Doing Business Report.

A new report in a Swedish news site, IDG, recently reported (Google translation) that officials from the BSA are now admitting that their own statistics shouldn't be treated seriously or should be treated like a pinch of salt. From the report:

Consider three questions. How would one decide if there was too much telecommunications surveillance in the United States, or too little? How would one know if law enforcement was using its surveillance capabilities in the most effective fashion? How would one assess the impact of this collection of information on civil liberties? In answering these questions, a necessary step, the logical first move, would be to examine existing data about governmental surveillance practices and their results. One would also need to examine and understand how the legal system generated these statistics about telecommunications surveillance. Ideally, the information structure would generate data sets that would allow the three questions posed above to be answered. Light might also be shed on other basic issues, such as whether or not the amount of telecommunications surveillance was increasing or decreasing.

By the end of last year, China's internet penetration rate - roughly, the percentage of the country that has access to the Internet - had surpassed the global average, according to the China Internet Network Information Center's latest report. They counted 298 million users, 88 million more than at the end of 2007, mostly because of the huge increase in Internet usage in rural parts of the country. As of last month, there were a total of 13,594,604 domain names registered under ".cn."

"How to make money from online content, even after it gets loose on third-party websites." We don't know yet seems to be the conclusion. But content creators are already changing their attitudes toward the piracy they discover. Matt Robinson, Attributor's vice president of business development and partnerships and a speaker at South by Southwest Interactive, noted that, two years ago, most of Attributor's customers used the technology to serve takedown notices. Today, he said, most are using it to gather statistics on where their content is appearing.

And the R&D money is not generating a commensurate volume of new patents. Taiwan manages five times as many a year and Japan 30 times. Most significantly, China isn't commercializing its inventions, a result of top-down-driven allocations of R&D money, not naturally innovative state-owned companies and a lack of a system of venture funding.

"But what's missing from the whole debate is some data. Just how much unlawful file-sharing is going on in the UK and what effect is it having on the creative industries? It's hard to be sure really - the music industry often says that twenty unauthorised tracks are downloaded for every one that's paid for, but I'm not sure how that figure was worked out. The government, too, seems hazy, unable to say how it will know when file-sharing has been reduced by 70%, the target to be attained by the initial deterrence campaign before stronger measures are contemplated."

The global software piracy rate rose to 41% in 2008 from 38% in 2007, costing rights owners an exchange-rate adjusted $50 billion, according to a joint study between the Business Software Alliance (BSA) and IDC released last week. One of the factors driving greater piracy is increased high-speed Internet access, particularly in emerging markets where piracy rates are the highest. Software piracy is rampant on many Internet channels, including peer-to-peer (P2P) networks, auctions sites and websites. On auction sites alone, software piracy is estimated to be between 50% and 90%, according to an earlier BSA report. Other key findings from the May 2009 joint study include: * Even though global software piracy increased overall in 2008, the piracy rate actually dropped in 52% of the 110 countries studied and stayed the same in 35% of them * The impact of the global economic recession on software piracy is so far mixed, as reduced buying power is just one of many factors affecting piracy * Sites offering access to pirated software also spread malware. According to a 2006 IDC study, 29% of websites and 61% of P2P sites offering pirated software attempt to distribute malware. * While the US has the lowest piracy rate in the world-20%-it suffered the largest revenue loss in 2008 due to piracy given its leadership position in the global software industry

Indian children on an average spend 34 hours online every month against the global average of 39 hours, revealed a recent survey. Children of only two other countries - China (33 hours) and Japan (31 hours) seemed to spend fewer hours online, according to the Norton Online Living Report 2009, which was based on a survey of adults and children in 12 countries.

Founded in January 2005, Mininova quickly became one of the most successful torrent sites. With millions of daily users the site is now listed among the top 100 most frequently visited websites on the entire Internet, and its traffic still continues to grow. When combined, Mininova's visitors have been downloading well over 10 million torrents a day and performing an equal number of searches on the site. These millions of downloads add up quickly and since the birth of the site a massive 8 billion torrents have been downloaded by Mininova users.
