In these already-democratic societies, optimism about the Internet's impact on the civic engagement of young people-even the notion of "digital citizenship"-is a justified, if not particularly new, intellectual thread. As an experiment, we geolocated a list of about 2,000 web proxies (unique IP addresses and port numbers) that were shared on Twitter and other web sites over the course of the last week, to see if we could discern patterns in the places that are hosting them.
