For example, it is a violation of European regulations to have Pseudomonas aeruginosa present in a 250 ml sample of bottled water. However, no such regulation exists in the United States. Apparently, the Pseudomonas aeruginosa regulation in Europe originated as a quality control issue and not as a health effects issue. During the last decade, a number of papers have appeared that have indicated that Pseudomonas aeruginosa from drinking water is a health threat. However, it is not considered a health threat by those in the clinical microbiology or infectious diseases communities. Therefore, an assessment of health risk to humans from Pseudomonas aeruginosa from drinking water was conducted. Research Strategy A practicing infectious disease physician (Dr. Catherine Hardalo, Yale University) and a medical microbiologist (Dr. Stephen Edberg, Yale University) collaborated to perform the health risk analysis of Pseudomonas aeruginosa from drinking water. An extensive literature search was conducted and colleagues were consulted. Major Findings and Significance Pseudomonas aeruginosa is a ubiquitous environmental bacterium. It can be recovered, often in high numbers, in common food, especially vegetables. Moreover, it can be recovered in low numbers in drinking water. A small percentage of clones of Pseudomonas aeruginosa possess the required number of virulence factors to cause infection. However, Pseudomonas aeruginosa will not proliferate on normal tissue but requires previously damaged organs. Further narrowing the risk to human health is that only certain specific hosts are at risk, including patients with profound neutropenia, cystic fibrosis, severe burns, and those subject to foreign device installation. That's why we've signed on as the co-chairmen of the newly formed Infrastructure Funding Task Force which is committed to exploring many options to find a long-term financing solution that will address our nation's transportation needs. There is no single cure-all for transportation funding, but tolling existing interstates may create problems worse than the disease it seeks to treat. The Alliance for Toll-Free Interstates (ATFI) is pleased that the Senate passed the DRIVE Act this afternoon, an important step toward passage of a multi-year highway funding bill. While we are grateful that the legislation did not expand the number of slots in the Interstate System Reconstruction & Rehabilitation Pilot Program (ISRRPP), ATFI is disappointed with some of the DRIVE Act's provisions related to the ISRRPP. This pilot program has provided 17 years worth of evidence that tolling existing interstates is unviable, as no state has succeeded in levying tolls even after multiple attempts. The ISRRPP should be repealed, not expanded.

Regarding the recent editorial "Drive to toll interstates welcome," lawmakers will face tough choices as they begin to work on legislation to pay for our nation's highways. But tolling, with its exorbitant costs and inefficiencies, should not be the road taken.

The concerns of the alliance specifically are about tolling existing interstates … Not policy against tolling by any form," said ATFI spokesman Julian Walker, emphasizing that understanding the effects of tolling is a must for states. "Tolling existing highways when you're not doing anything to improve and augment to make them different than they are now" is, as the alliance has said before, a form of double taxation.
