  • What has been lacking is the required level of political uniformity and ideological orientation that could provide a people’s roadmap into the future. Obviously the Freedom and Justice Party (FJP) government of President Morsi does not have a broad outlook that is conducive to the overall unity needed to move Egypt forward.
  • In light of the mass demonstrations which have swept the country, the military said that if the politicians could not reach some agreement on how to resolve the crisis within forty-eight hours, they would put forward their own program for the country. Such a statement raises questions about the character of the military’s ultimatum.
  • All of the groups that consider themselves revolutionaries have opposed the notion that the military should seize power from the FJP and its allies in the government. During the period of rule of the Supreme Council of the Armed Forces (SCAF), between February 2011 to June 2012, the country was marked by widespread unrest resulting in mass arrests, injuries and deaths.

  • Although world and Egyptian media have been fixated on the symbolic Tahrir Square, little attention has been directed towards places where many Egyptians converging on the square actually live. Bulaq, only a few hundred meters north of Tahrir Square, is one such neighbourhood. The residents of Bulaq represent the essence of why Egyptians erupted in mass protests last year. This is a community that has suffered for nearly forty years at the hands of the Sadat and Mubarak regimes, which aimed to erase the district from Cairo’s map. ‘Bulaq: Among the Ruins of an Unfinished Revolution’ is a short documentary film that shifts the focus from the square and into a community at the heart of the struggle for social justice.

  • In the 1970s, however, Sadat envisioned the area as a new business district to showcase Egypt’s economic realignment with global capitalism. An aggressive campaign of forced evictions and relocation was commenced. Residents were forced out of their homes and given flats in concrete blocs built on the desert fringes of Cairo. This campaign continued under the Mubarak regime. One of the residents filmed narrates her ordeal when she was evicted in 1982, only to return later.
  • Despite the economic hardships and the deteriorating physical environment, the community is thriving socially.   • This can be the only explanation for the theoretical and rhetorical acrobatics many are engaged in to reconcile their beliefs in democratic rights and revolutionary transformation with what is occurring right before their eyes in Egypt.
  • The popular use and acceptance of the term revolution to describe the events in Egypt over the last two years demonstrates the effectiveness of global liberal discourse to ‘de-radicalize,’ with the collusion of some radicals, even the term ‘revolution.’

  • The initial demand was for the end of the Mubarak dictatorship and the creation of a democratic system that respected democratic rights -- the essential component of an authentic national democratic revolutionary process. However, the maturation of this process was arrested due to three factors: (i) the seizure of power by the Supreme Council of Armed Forces (SCAF) on 11 February, (ii) the channeling of mass dissent primarily into the electoral process, and (iii) the failure of the oppositional forces to organize sustainable mass structures to safeguard and consolidate the developing revolutionary situation.
  • This is important because the liberal appropriation of the term ‘revolution’ to describe everything from the events in Libya and Syria to the Green movement in Iran not only distorts social reality but also advances a dangerous narrative. That narrative suggests that revolutionary change takes place as a result of spectacle. It devalues organizing and building structures from the bottom up as unnecessary because it is the theater that is important; the episodic show; the display that refutes Gil Scott Heron’s admonition that ‘the revolution will not be televised!’
  • In fact, under President Morsi, the military never really went away. It maintained an independent space in the Egyptian state and economy.
  • For US policy-makers, the Muslim Brotherhood and the Morsi government were never seen as an alternative to Hosni Mubarak. Despite the repression meted out to members of the Muslim Brotherhood by the Mubarak regime, it was well understood that the Brotherhood was part of the Egyptian economic elite and open to doing business with the West. Therefore, Morsi was seen as an acceptable and safe civilian face to replace Mubarak while the US continued its influence behind the scenes through the military.
  • The class-based, social and economic interests of the military mean that it will oppose any fundamental transformation of the Egyptian economy and society, the ostensible aim of the ‘revolution.’ Significantly, this means that the power of the military is going to have to be broken if there is to be any prospect of revolutionary change in Egypt.
  • The demand for the end of the dictatorship was an awesome demonstration of people-power that created the potential for revolutionary change. The problem was that the dictatorship had severely undermined the ability of alternative popular forces to develop and acquire the political experience and institutional foundations that would have positioned them to better push for progressive change and curtail the power of the military. Unfortunately for Egypt, the force that had the longest experience in political opposition and organizational development was the Muslim Brotherhood.

  • Too many of those who participated didn’t see – for generational reasons, largely – that in order to hit home you have to have some form of political movement. It wasn’t surprising that the Muslim Brotherhood, which had taken part in the protests in Egypt at a late stage, took power: it was the only real political party in Egypt. But then the Brotherhood played straight into the hands of the military by behaving like Mubarak – by offering deals to the security services, offering deals to the Israelis – so people began to wonder what the point was of having them in power. The military was thus able to mobilise support and get rid of the Brotherhood. All this has demoralised an entire generation in the Middle East.

      Interesting, and questionable, assertion.  Did "the people" really have much to do with the downfall of the Brotherhood?

These people aren’t fools – they knew exactly what they were doing. And they acted as they did as a result of the humiliation they felt at having a government which, even though the Americans had said they could manage without the UK, insisted on joining in anyway.
  • The Greeks are being punished not so much for the debt as for their failure to make the reforms demanded by the EU. The right-wing government Syriza defeated only managed to push through three of the 14 reforms the EU insisted on.   • So the Greeks elected a government that offered to change things, and then they were told that it couldn’t. The EU is frightened of a domino effect: if the Greeks are rewarded for electing Syriza other countries might elect similar governments, so Greece must be crushed. The Greeks can’t be kicked out of the European Union – that isn’t permitted by the constitution – or out of the Eurozone, but life can be made so difficult for them that they have to leave the euro and set up a Greek euro, or a euro drachma, so that the country keeps going. But were that to happen conditions would, at least temporarily, get even worse – which is why the Greeks have no choice but to resist it.
  • The danger now is that, in this volatile atmosphere, people could shift very rapidly to the right, to the Golden Dawn, an explicitly fascist party. That is the scale of the problem, and for the Euro elite to behave as it’s doing – as the extreme centre, in other words – is short-sighted and foolish.

  • the real problem with the regime was not necessarily that high-ranking members of the government were thieves in an ordinary sense. They did not necessarily steal directly from the treasury. Rather they were enriched through a conflation of politics and business under the guise of privatization. This was less a violation of the system than business as usual. Mubarak’s Egypt, in a nutshell, was a quintessential neoliberal state.
  • Political scientist Timothy Mitchell published a revealing essay about Egypt’s brand of neoliberalism in his book Rule of Experts (the chapter titled "Dreamland" — named after a housing development built by Ahmad Bahgat, one of the Mubarak cronies now discredited by the fall of the regime). The gist of Mitchell’s portrait of Egyptian neoliberalism was that while Egypt was lauded by institutions such as the International Monetary Fund as a beacon of free-market success, the standard tools for measuring economies gave a grossly inadequate picture of the Egyptian economy. In reality the unfettering of markets and agenda of privatization were applied unevenly at best.
  • Egypt did not so much shrink its public sector, as neoliberal doctrine would have it, as it reallocated public resources for the benefit of a small and already affluent elite.

  • Everywhere neoliberalism has been tried, the results are similar: living up to the utopian ideal is impossible; formal measures of economic activity mask huge disparities in the fortunes of the rich and poor; elites become "masters of the universe," using force to defend their prerogatives, and manipulating the economy to their advantage, but never living in anything resembling the heavily marketised worlds that are imposed on the poor.
  • It is not just Republicans who are implicated in this systemic corruption. Clinton-era Secretary of Treasury Robert Rubin’s involvement with Citigroup does not bear close scrutiny. Lawrence Summers gave crucial support for the deregulation of financial derivatives contracts while Secretary of Treasury under Clinton, and profited handsomely from companies involved in the same practices while working for Obama (and of course deregulated derivatives were a key element in the financial crisis that led to a massive Federal bailout of the entire banking industry).
  • However, in the current climate the most important thing is not the depredations of deposed Mubarak regime cronies. It is rather the role of the military in the political system.

  • The apartment blocks on my street in downtown Cairo have accommodated many cycles of Egypt’s political tumult in the past 18 months. A stone’s throw from Tahrir Square, they have been enveloped in teargas, pockmarked by Molotov cocktails, pressed into use as urban barricades by both revolutionaries and pro-Mubarak militias and provided the backdrop for some of the post-Mubarak military generals’ most violent assaults on the citizens they swore to protect.
  • There are a million empirical holes that could be picked in this chronicle – the only results we have so far (from Egyptians voting abroad) put Moussa and Shafiq in fourth and fifth places respectively while the lazy insistence of characterising Aboul Fotouh as an unreconstructed Islamist (and hence automatically anti-Tahrir) bears little relation to the substance of his support on the ground.

  • The first is that the metric of revolutionary success lies solely in the formal arena of institutional politics and the development of democratic mechanisms within it. The second is that Tahrir, along with the ludicrously titled “Facebook youth” who populated the square in January and February last year, is the only alternative space in which pressure on the formal arena is thrashed out.
  • And it’s that energy, that those who benefit from the status quo, from western governments to multinational corporations, really fear. Little wonder that there has been a rush by the world’s most powerful entities – from Hilary Clinton and David Cameron to Morgan Chase and General Electric – to simultaneously venerate Tahrir (as long as the demands voiced within it don’t overstep the mark), echo the generals’ calls for “stability” (shutting down broader discourses of dissent in the process) and form links with the largely neoliberal Muslim Brotherhood (whose policies, despite anguished op-eds in Washington think-tank journals, pose little threat to American interests, and indeed offer up many opportunities).
  • What they’re less keen to acknowledge – because it carries the revolution out of its sheltered borders – are the other trenches that are increasingly being etched at the margins of Egyptian society, dividing those who have reaped pharaonic-esque riches as a result of 20-odd years of “structural adjustment” from those left behind in zones of neoliberal exclusion.

  • Many are now expressing anxiety over the negotiations’ lack of transparency and the possibility that the Egyptian government could agree to onerous conditions that may force it to cut back on spending on social welfare and safety nets. “Many fear that a new era of dependency will start, even after the revolution,” Amr Adly, economic and social justice director with the Egyptian Initiative for Personal Rights, a Cairo-based watchdog, told IPS.
  • “The best way for the international community to support a fresh start for the Egyptian people would be to support an independent commission to determine if much of the debt accrued during the Mubarak era is illegitimate and thus should be cancelled, before any new debt is undertaken,” Deborah James, with the Centre for Economic Policy Research, a think tank here in Washington, told IPS.
  • Morsi’s government is clearly aware of its lack of economic expertise, and thus has chosen to keep around some important members of Mubarak’s government, including the governor of the central bank, Farouk Al-Okdah, and others. “These are the very members of the neoliberal team once in charge under Mubarak,” Adly says. “These bureaucrats and technocrats are quite conservative, and there is the idea that they have been kept in office in order to negotiate with the IMF and the World Bank.”

  • On Wednesday, Lagarde said that the IMF is “responding quickly” and sending a technical team in early September. That same day, Prime Minister Hisham Qandi said he would hope for an agreement by the end of the year. If an agreement happens, Egypt would be the 20th African country to be indebted to the IMF, according to 2011 statistics. If the final agreed amount is anywhere near the request, the Egyptian loan would be by far the largest on the continent.

  • Can the individual survive, grow, expand, within an international system in which national self-interest trumps human needs and legitimates repression as the means to achieving hierarchically imposed goals? 
  • Whether authoritarianism is a vehicle for capitalism, or capitalism, for authoritarianism, we see that advanced capitalist-industrial states, perhaps integral to their mature stage of development, require the total rationalization of the productive system and the human counterpart to that system–a purposely dry formulation of Max Weber’s rational-legal framework in his Theory of Social and Economic Organization in order to suggest (beyond Weber in this one respect) that human beings necessitate the same degree of control and predictability, which is what we mean by rationalization, as the productive order itself.

Trade unions and the construction of a specifically Tunisian protest configuration | op... - 0 views

  • Yet, one local trade union may save the day.  If it did, it would not be doing so for the first time.  For this is no ordinary union.  The Tunisian General Union of Labour (UGTT) has affected the character of Tunisia as a whole since the late 1940s.  It impacted significantly the 2011 revolution and the transition period, and is likely to impact the future. In this, it is unparalleled elsewhere in the Arab world.  And it is largely because of it that one may confidently say that Tunisia is not Egypt, or Syria or Yemen. Indeed, to understand Tunisia, one must get to grips with its labour movement.
  • UGTT has been the outcome of Tunisian resistance and its incubator at the same time.  For example, in 1984 it aligned itself with the rioting people during the bread revolt; in 2008, it was the main catalyst of the disobedience movement in the Mining Basin of Gafsa; and, come December 2010, UGTT, particularly its teachers’ unions and local offices, became the headquarters of revolt against Ben Ali. 
  • In 1978, UGTT went on general strike to protest what amounted to a coup perpetrated by the Bourguiba government to change a union leadership judged to be too oppositional and too powerful.  The cost was the worst setback in the union’s history since the assassination of its founder in 1952.  The entire leadership of the union was put on trial and replaced by regime loyalists. Ensuing popular riots were repressed by the army, resulting in tens of deaths.

  • With a labour movement engrained in the political culture of the country, and at all levels, a culture of trade unionism has become a structural component of Tunisian society.  There has not been a proper sociology of this.  But the implications are important. I enumerate some of them here in the form of observations:
  • One challenge to leftist parties after 2011 has been how to move away from being trade unionists and become politicians: in other words, how to think beyond small issues and using unionist means to tackle wider issues.  This has been expressed by prominent leftists, such as the late Chokri Belaid, who challenged his heavily conformist party to think like a party, not like a union. This meant finding different, broader bases for political alliances and laying out projects for society at large.
  • The radicalisation of UGTT in fact finds its roots in this evolution as the university in Tunisia, particularly in the 1970s and 80s was a space of radical activism and left wing politics. 
  • While the absence of women in leadership could be explained by the very nature of trade union work, which requires time and presence in public places which are not very friendly to women; but this remains a serious weakness of UGTT, and a profound challenge. In Tunisia, this is particularly important, as the role of women has been a marked feature of the society at large and of its protest culture in particular, throughout the post-independence period, both within and outside the labor movement.
  • Post 2011, UGTT seems to have regained a cohesion it lacked during the Ben Ali period when the gap between the leadership and the grassroots was widening.
  • A combination of the symbolic capital of resistance accumulated over decades, a record of results delivered for its members and a well-oiled machine at the level of organisation across the country and every sector of the economy, has made UGTT unassailable and unavoidable at the same time.

  • As the Washington historian William Blum has documented, since 1945, the US has destroyed or subverted more than 50 governments, many of them democracies, and used mass murderers like Suharto, Mobutu and Pinochet to dominate by proxy. In the Middle East, every dictatorship and pseudo-monarchy has been sustained by America.

A closer look at the declaration shows that an array of topics were covered including the elimination of violence against women of all ages, equality before the law irrespective of gender, and “reaffirms that women and men have the right to enjoy, on an equal basis, all their human rights and fundamental freedoms.”
  • When I read “all their human rights and fundamental freedoms,” I immediately discerned that this facilitates the concept of choice. Now let’s have a look at the reaction from the Muslim Brotherhood on IkhwanWeb. Tackling each issue it has with the declaration, it starts with its own statement: “This declaration, if ratified, would lead to complete disintegration of society, and would certainly be the final step in the intellectual and cultural invasion of Muslim countries, eliminating the moral specificity that helps preserve cohesion of Islamic societies.” Ah, so this is their counter argument – they are afraid of neo-imperialism and the loss of Muslim identity to be swept aside and wholly replaced by some western surrogate.
