    The National Transportation Safety Board investigative agency made headlines in May when it proposed a "Roadmap to Reaching Zero." "Zero" refers to the NTSB's goal of achieving zero drunk driving fatalities; the "roadmap" refers to the plan to get there. The recommendation that's getting the most attention is the recommendation to lower the legal blood alcohol content (BAC) limit from .08 percent to .05 percent.
