The Heinz Center's "A Survey of Climate Change Adaptation Planning" examines worldwide adaptation planning resources, looking at eight adaptation plans and 18 adaptation planning efforts. The report says adaptation planning will be critical as city, state and regional planners face challenges, such as sea-level rise, caused by climate change.

Physical impacts and adaptation Scientists warn the expected impacts of climate change will include rising temperatures, sea level rise, changing rainfall patterns and increased storminess. Adaptation is the process of preparing for and adapting to the impact of these changes on our economy, environment, infrastructure and way of life, in order to minimise the risks and maximise the opportunities.

The report concluded that adaptation then is necessary and will bring benefits. The report found that we need to increase the planning capacity of industries, communities and regions so they can engage more effectively in adaptation research and development. We need to communicate our knowledge and develop practical adaptation tools.

Funded by the European Commission and co-ordinated by the Tyndall Centre for Climate Change Research in the UK, ADAM (Adaptation and Mitigation Strategies: supporting European climate policy) is an integrated research project running from 2006 to 2009 that will lead to a better understanding of the trade-offs and conflicts that exist between adaptation and mitigation policies. ADAM will support EU policy development in the next stage of the development of the Kyoto Protocol and will inform the emergence of new adaptation strategies for Europe

2008 the Federal Cabinet adopted the German Strategy for Adaptation to Climate Change. This creates a framework for adapting to the impacts of climate change in Germany. It primarily describes the contribution of the Federation, thus acting as a guide for other actors. The strategy lays the foundation for a medium-term, step-by-step process undertaken in cooperation with the federal Länder and other civil groups and aimed at assessing the risks of climate change, identifying the possible need for action, defining appropriate goals and developing and implementing options for adaptation measures.
