Small-scale fisheries catch and fishing effort in the Socotra Archipelago (Yemen) betwe... - 0 views

    The Socotra Archipelago (Yemen), a group of four islands off the north-eastern tip of Africa in the western Indian Ocean, has a population that relies heavily on small-scale fishing for livelihoods and food security. However, the reporting of fisheries catches by Yemen has consistently been incomplete, with artisanal (small-scale, commercial) catches underreported and small-scale non-commercial subsistence and recreational catches not reported at all. Here, we reconstruct the total small-scale catches and fishing effort from the waters of the Socotra Archipelago for 1950 to 2019, and derive catch-per-unit-effort (CPUE) estimates for these fisheries. The catch officially reported by the Food and Agriculture Organization on behalf of Yemen that was assumed taken from the archipelago is thought to be around 20% of the total reconstructed catch for the archipelago. The reconstructed small-scale catch increased from ~1,500 t in 1950 to an all-time peak of 12,000 t in 2000 before declining to 3,300 t by 2014. Thereafter, catches increased again slightly to just over 3,700 t·year-1 by 2019. Artisanal catches accounted for around 70% of total small-scale catches prior to 2010, but made up only around 46% by 2019. Conversely, subsistence catches increased from ~1,000 t in 2010 to ~2,000 t in 2019, and accounted for 54% of total catches by 2019. Small-scale fishing effort increased by over 1000% since 1950 and reached over 11 million kWdays by 2019. The CPUE derived for small-scale fisheries declined by 78% since 1950, from 1.4 kg·kWday-1 to 0.3 kg·kWday-1 in 2019, with most of the decline occurring after 2000. Our findings suggest resource overexploitation, and may assist efforts to more sustainably manage the Socotra Archipelago's fish stocks. Small-scale fisheries support food and nutrient security of the local population, not least during political and humanitarian crises such as in Yemen.

    To better develop and protect the pelagic fishery in the northwest Indian Ocean, China's fishing enterprises have been producing pelagic fisheries in the said area for a long time. Based on the fishing log data of light falling gear in the northwest Indian Ocean from 2016 to 2020, this study analyzed the impact of different time scales on the catch rate and fishing ground center of gravity of light falling gear fishing grounds. We also explored the relationship between different time scales and catch per unit effort (CPUE) by using the fishing ground center of gravity, the Random Forest model (RF), and the generalized additive model (GAM). The results were shown as follows: (1) From 2016 to 2020, 76,576 t were captured, and 16,496 nets were operated; (2) The gravity center of fishing ground in the Northwest Indian Ocean moved to the northeast as a whole, and the monthly fishing ground gravity center changed first to the Southern and then to the northern; (3) RF model (R² = 0.709, RMSE = 0.2034, and prediction accuracy is 55.8%), which is better than the GAM model (R² = 0.632, RMSE = 0.2242, and prediction accuracy is 37.3%). In the RF model, the importance of time variables on CPUE was in the order of week, year, operation time, and lunar phase; in the GAM model, it was week, year, lunar phase, and operation time. On the whole, the importance of the long time scale (year, week) is greater than that of the short time scale (lunar phase and operation time). (4) The RF model and GAM model show that the most critical environmental variables were SST, DO, SSS, and Chla, and the least important were SSH, Δ50, and CV50. SST, Chla, and DO significantly impact pelagic fishing and CPUE and are critical reference indexes for predicting the Northwest Indian Ocean light falling gear fishing ground. (5) The 95% confidence interval showed that the suitable interval of time, space, and environmental variables in the RF model was much smaller than in the GAM model.

David against Goliath? The rise of coastal states at the Indian Ocean Tuna commission -... - 0 views

    Tuna regional fisheries management organizations (RFMOs) have long suffered from the domination of distant water fishing nations (DWFNs) in decision-making processes. The Indian Ocean Tuna Commission (IOTC) is no exception. In recent years, coastal states of the Indian Ocean (IO) have tried to change this dynamic - led by countries like the Maldives, Kenya, South Africa, and Australia - to deliver greater benefits to the region, including East Africa. These countries are gathered under the informal group of G16 and have increasingly improved their involvement in the IOTC. Here, we ask how the rise of the G16 benefited coastal States through participation and collective understanding in the Indian Ocean. To do this, we analyzed proposals submitted by the G16 for conservation and management measures and the participant lists of the Commission meetings in the past ten years. Our results show that, individually and collectively, the G16 has played a significant role in shaping the IOTC's rules. The coastal States have established a good representation, with only a handful of Members absent in some years. Unveiling the efforts of coastal countries is essential to guide further capacity building in the region in terms of negotiations. We also call for international oversight of the actions of DWFNs, such as the EU, whose efforts often differ markedly from their claims of being sustainability champions. The G16's work is essential to keep the coastal States of the Indian Ocean in the driver's seat for managing Indian Ocean fisheries to benefit future generations.

Recreational Fishing Impacts in an Offshore and Deep-Water Marine Park: Examining Patte... - 0 views

    No-take marine reserves are often located in remote locations far away from human activity, limiting perceived impact on extractive users but also reducing their use for investigating impacts of fishing. This study aimed to establish a benchmark in the distribution of fished species across the Ningaloo Marine Park - Commonwealth (NMP-Commonwealth), and adjacent comparable habitats within the Ningaloo Marine Park - State (NMP-State), in Western Australia to test if there was evidence of an effect of recreational fishing, as no commercial fishing is allowed within either marine park. We also examined whether the remote location of the newly established (2018) No-take Zone (NTZ), in NMP-Commonwealth, limits its use for studying the effects of fishing. Throughout the NMP-Commonwealth and NMP-State, where recreational fishing is permitted, we expected the abundance of recreationally fished fish species to increase with increasing distance to the nearest boat ramp, as a proxy of recreational fishing effort. Conversely, we did not expect the abundance of non-fished species and overall species richness to vary in response to the proxy for human activity. Distance to the nearest boat ramp was found to be a strong predictor of fished species abundance, indicating that the effect of recreational fishing can be detected across the NMP-Commonwealth. The effect of the NTZ on fished species abundance was weakly positive, but this difference across the NTZ is expected to increase over time. Habitat composition predictors were only found to influence species richness and non-fished species abundance. This study suggests a clear footprint of recreational fishing across the NMP-Commonwealth and as a result the new NTZ, despite its remote location, can act as a control in future studies of recreational fishing effects.

Evaluating the Feasibility of Sustainable Seafood Labelling Programmes in Small Island ... - 0 views

    The Republic of Seychelles is one of six African Small Island Developing States (SIDS) and has a marine-based economy reliant on fisheries and international tourism. Seychelles has been flagged by the United Nations as highly vulnerable to climate change. Climatic threats are compounded with population declines of key fishery species. A progressive national stance towards ocean sustainability and an emerging economy partially driven by tourists are two of several factors that make Seychelles a good candidate for a sustainable seafood labelling and consumption programme, which would provide market-based incentives for fishery harvesters, regulators, buyers and consumers to improve sustainable practices. To address the feasibility of such a programme, we conducted a pilot study, surveying 33 artisanal fishers and mapping supply chain structure to examine incentives and challenges. Questions addressed fishers' years of experience, reliance on fishing for income, and flexibility in gear type and species targeted. Of the total number of respondents, 64% would like to see a programme implemented but only 34% thought it would be successful. Participants identified several barriers and benefits that primarily spanned socioeconomic and regulatory themes. Our pilot results indicate the sociocultural and economic impacts of sustainability programmes in Seychelles are as important as environmental considerations, a finding pertinent to anyone undertaking similar research efforts in other SIDS. We advocate for the necessity of thorough, location-based research and in-depth stakeholder consultation to elucidate economic, societal, behavioural and cultural factors that will affect the success of designing and implementing seafood labelling programmes in SIDS.

Evaluating the stock status of 10 croaker species landed along the north-eastern Arabia... - 0 views

    India accounts for nearly 60% of the croakers caught in the Indian Ocean. The north-west (NW) coast of India is the most productive fishing ground for croakers and contributes almost half of the nation's croaker catch. Lesser sciaenids (small- and medium-sized croakers) are the multi-species complex landed by commercial trawlers along the NW coast of India. Despite several notable changes in the fishing pattern in the region, such as the emergence of multi-day fishing and increasing dominance of pelagic trawling, there is no recent assessment of this major demersal fishery group. The present study evaluates the stock status of 10 species of lesser sciaenids forming the commercial fishery in the region using length frequency data collected during 2020-2021. The assessment was made using the length-based Bayesian biomass (LBB) estimation method. The indicators of relative biomass (B/B0 and B/BMSY) showed that most of the species (seven) are fully exploited, whereas two and one species were found under- and over-exploited, respectively. Excessive juveniles (Lmean/Lopt and Lc/Lc_opt< 0.90) in catches were observed in the case of Paranibea semiluctuosa. A sufficient number of larger individuals (L95th/Linf< 0.90) in the population were lacking in the case of Johnius belangerii and Otoithes ruber. However, the study indicated a gradual improvement in stock status for most of the species over previous estimates, which can be attributed to the diversion of trawl fishing efforts towards the pelagic realm.

    Mangroves, intertidal forests, are increasingly considered a high-priority ecosystem for international conservation efforts. Setting targets for future mangrove conservation and restoration requires understanding of the health of the ecosystem. However, the way 'ecosystem health' is defined varies across locations, users, and indices due to differences in knowledge of the ecosystem, scales of the ecosystem being assessed, perceptions of what is 'healthy', or because of differences in the way people use or benefit from ecosystems. This can result in misunderstandings which can undermine effective actions to protect and restore functioning ecosystems. Here, we use a case study of a mangrove fishing community in coastal Thailand to examine how local people assess and define mangrove ecosystem health. Through participatory workshops, we show that local people use at least 27 indicators to define mangrove ecosystem health, including biological, physical, and human indices. Mangrove ecosystem health is defined by both direct material benefits derived from the ecosystem, non-material aspects, and the relational value experienced through 'bundles' of benefits linked to people's livelihood activities. Our findings suggest that ecosystem health frameworks would be more useful if they incorporated social components and metrics, recognising both the interdependencies between ecosystems and human societies, and that ecosystems possess intrinsic value. Local communities that interact most closely with ecosystems can contribute to improving and operationalising frameworks for ecosystem health.
