City refuses to air meeting on Channel 15, but did air pro-nuke speakers

A group of residents concerned about nuclear power coming to Victoria doesn’t think the city is giving it a “fair shake.”

Texans for a Sound Energy Policy Alliance asked to air a recording of the “Nuclear 101” forum tonight on the city’s Channel 15, but city leaders declined, director John Figer said.

A nuclear energy renaissance is in full swing in the Lone Star State. Luminant Generation recently filed a federal permit to build two new reactors at its Comanche Peak nuclear plant in Somervell County. That makes six new nuclear reactors pending statewide, which would more than double the state's production of electricity from virtually carbon-free nuclear power.

Exelon files loan guarantee application for Texas units

Exelon filed a loan guarantee application for two new units in Texas on September 26, Exelon Generation spokesman Craig Nesbit said. Nesbit said Exelon has still not decided whether to build the reactors, describing the loan guarantee application as "another threshold step in moving forward." The company plans to make a construction decision in early 2010, Nesbit said.

Luminant asks to build new nuke reactors - Houston Chronicle

AUSTIN — Dallas-based Luminant said Friday it is applying to the Nuclear Regulatory Commission to build two new reactors at its Comanche Peak nuclear power plant near Glen Rose.

It's an early step in a multiyear permitting process. It would take nine to 10 years until the reactors are up and running if they are approved, counting permitting and construction time, said David Campbell, chief executive officer for Luminant.

The Nuclear Regulatory Commission has made available to the public the combined operating license (COL) application for two new reactors at the Victoria County site near Victoria, Texas.

The applicant, Exelon Nuclear Texas Holdings, submitted the application and associated information Sept. 3. The application, minus proprietary or security-related details, is available on the NRC Web site at: http://www.nrc.gov/reactors/new-reactors/col/victoria.html.

Texans for a Sound Energy Policy Alliance’s mission is to support a Texas energy supply policy that is reasonable, sustainable and environmentally sound. The main goal is to ensure the process of approving the proposed nuclear power plant is not rushed or secretive. The key questions must be identified and the issues fully discussed. Along with seeking public opinion and community participation in the process, TSEPA has retained engineers, hydrologists, attorneys, and economic and environmental consultants to conduct independent studies to answer questions and highlight any problems that may be identified.

Exelon to propose building two nuclear reactors at new Texas site

Exelon plans on Wednesday to submit to the US Nuclear Regulatory Commission an application for a combined construction permit-operating license for two units at a greenfield site in Victoria County, Texas. The Chicago-based company has selected GE-Hitachi's 1,520-MW reactor design and the units would be designated as Victoria County Station-1 and -2. At least three other COL applications are expected to be filed this month. NRC already has received 11 applications for possibly 18 new reactors.

The executive director of the Texas Commission on Environmental Quality recommended that the commission grant Waste Control Specialists a second license for disposal of low-level nuclear waste in Andrews County.

With two systems in place, the plant will be pumping 850,000 gallons per day from 76 wells, said Dennis Huddleston, division manager of the projects division of Pantex.

Although Energy Future's Luminant power generation unit will spend between $50 million and $150 million to prepare the application, the company hasn't decided whether to spend billions of dollars to build the reactors at the existing Comanche Peak plant.

LUBBOCK, Texas – State environmental regulators on Wednesday gave approval for a Dallas-based company to dispose of Cold War-era radioactive waste at a site in West Texas where it is now being stored.

Waste Control Specialists worked for four years to secure the license, which was approved by a 2-1 vote of the Texas Commission on Environmental Quality in Austin.

The company still has about six months of construction before it can begin burying the 3,776 canisters of the uranium byproduct waste in far western Andrews County near the New Mexico border.

AUSTIN -- With eight power plants on the drawing board, Texas could lead the way in an American renaissance of nuclear power, according to industry leaders and some policymakers.

Four power companies -- New Jersey-based NRG Energy, Amarillo Power, Dallas-based Luminant and Chicago-based Exelon -- have proposed building nuclear plants in Texas. That would increase the reactors in the state from four to 12, and more than triple its nuclear output.
