Westinghouse’s nuclear fuel plant in Columbia could face nearly $100,000 in fines from federal regulators because a worker accidentally threw away vials of low-grade uranium. It’s uncommon for a company to lose radioactive material, NRC spokesman Roger Hannah said Thursday. Plant workers discovered on Feb. 11 that 16 sample vials containing a total of 4½ ounces of uranium hexafluoride were missing a week after being delivered to the Bluff Road site.

Tuesday marked the end of South Carolina's role as the low-level radioactive waste disposal site for much of the nation. Henceforth, the Barnwell waste site will operate at a sharply reduced level, accepting waste only from three states, including South Carolina.

SNELLING, S.C. — The low-level nuclear waste disposal site in Barnwell County is to close to most out-of-state shipments. Starting Tuesday, the facility near Snelling will take waste only from South Carolina, New Jersey and Connecticut.

Since 2002, a total of 263 buildings at the Savannah River Site have been torn down, said John Gilmour, chief engineer for deactivation and decommission. Only four of those buildings met the criteria as nuclear facilities and needed extensive coordination with federal and state regulators, Gilmour told Rotary Club of Aiken members Monday.

COLUMBIA --- Employees at the Barnwell low-level nuclear-waste storage site have had eight years to get used to the idea that their facility would be downsized. On July 1, the site will stop collecting nuclear waste from the nation.

The Nuclear Regulatory Commission said May 29 it has issued updated guidance to fuel cycle and materials licensees that they may need to store some low-level radioactive waste on site for an extended period after the Barnwell, S.C., disposal facility closes to most states on July 1. NRC sets safety requirements for the near-surface disposal of low-level waste, which is classified as Class A, B, or C depending on its hazard and physical characteristics, with about 96 percent of all commercial low-level waste generated in the United States being Class A, the least hazardous.

SCE&G ratepayers’ bills would rise 37 percent by 2019 if the state approves the Columbia utility’s plan to start paying costs upfront for two large nuclear reactors it would build 25 miles northwest of Columbia.

Duke Energy customers in South Carolina could be on the hook for up to $64.4 million in development costs for two nuclear reactors the Charlotte utility is considering building in Cherokee County. The S.C. Public Service Commission voted unanimously Thursday to allow Duke Energy to spend up to $230 million from 2005 through 2009 studying, designing and preparing the site for the project. The utility would still have to show actual expenses were prudent in order for the PSC to allow the utility to pass along the costs to ratepayers.

South Carolina’s two largest utilities said Tuesday they have agreed to pay nearly $10 billion through 2019 to add two nuclear reactors in Fairfield County — only the second time power companies have made a financial commitment to build a nuclear plant in 30 years. Columbia-based South Carolina Electric & Gas and state-owned Santee Cooper signed a contract with Westinghouse Electric Co. and The Shaw Group to design and build two reactors at the V.C. Summer Nuclear Station in Jenkinsville, about 25 miles northwest of Columbia.

AIKEN — The U.S. Energy Department has finalized a $2.7 billion contract with a French company to build a South Carolina plant where weapons-grade plutonium will be converted into commercial reactor fuel, the company announced today. The modified contract allows Shaw Areva MOX Services to complete construction of the facility at the Savannah River nuclear complex near Aiken, said Shaw spokesman Sean Clancy. The facility for converting weapons-grade plutonium into a mixed-oxide fuel to be burned in commercial nuclear power reactors would be the first of its kind in the U.S

A federal court awarded Progress Energy $82.8 million to cover the company’s costs related to storing spent nuclear fuel at its plants in the Carolinas. The Raleigh company, along with other utilities, sued the Department of Energy to cover its costs after the government failed to open a repository for used nuclear fuel by 1998, as required by law.

Nuclear waste officials are closely watching a federal court case to see if it could allow for burial of foreign radioactive garbage at South Carolina's atomic refuse dump in Barnwell County. Energy Solutions Inc., which operates landfills in South Carolina and Utah, insists it won't send Italian nuclear waste to the 37-year-old landfill west of Barnwell under a company plan to import waste to the United States. But the company has challenged eight Western states in their attempt to block disposal of the foreign waste in Utah.

GAFFNEY, S.C. (AP) - Water might be the biggest obstacle to Duke Energy's plan to build a new nuclear power plant in South Carolina. The facility near Gaffney would be Duke's first nuclear power plant in 20 years and its first not built on a large reservoir.

Duke Energy won't have to reveal the cost estimate for a proposed nuclear plant any time in the near future, North Carolina regulators ruled Tuesday. The N.C. Utilities Commission agreed with the Charlotte electric utility that the estimated cost of a proposed nuclear plant is a "trade secret" under N.C. law. Duke Energy officials argued in a public hearing that revealing the cost estimates now would give tactical advantage to vendors and contractors during sensitive negotiations.

As the fight over nuclear energy shifts from safety to cost, timing the announcement of a multibillion-dollar expense takes on an increasingly strategic value to both sides. The estimated cost of new nuclear power plants has tripled, with projections now hitting $6 billion to $9 billion per reactor. Cost estimates are expected to continue escalating and make new nuclear power even harder to sell to a public that will ultimately pay for new plants through rate increases.

As the fight over nuclear energy shifts from safety to cost, timing the public release of the multibillion-dollar expense takes on an increasingly strategic value to both sides. The estimated cost of new nuclear power plants has tripled in the past few years, with projections now hitting $6 billion to $9 billion per reactor. Cost estimates are expected to continue escalating. Soaring costs make the prospect of new nuclear power even harder to sell to a public that will ultimately pay for new plants through rate increases.
