Dumping the nation's nuclear waste in the Nevada desert could cost billions more and take even longer than previously anticipated. But the plan to open Yucca by 2020 - three years later than previously estimated - hinges on the Nuclear Regulatory Commission approving a license for the facility, for Congress to give its final nod to the arrangement and for enough money to be earmarked to the project.

U.S. Rep. Jim Matheson, along with the Utah and Nevada Congressional delegations, has introduced a bill –HR 4062—that amends the Nuclear Waste Policy Act of 1982, according to a press release from Matheson’s office today. Advertisement Matheson’s bill requires commercial nuclear utilities to transfer nuclear waste from spent nuclear fuel pools into dry storage casks; requires the Department of Energy (DOE) to take title of all spent nuclear fuel stored in dry casks on-site and requires such storage to comply the Nuclear Regulatory Commission’s safety regulations, the release said.

Two of the main architects of Senate global warming legislation today will unveil a section for the bill intended to promote nuclear energy, which could open the floodgates for a myriad of potentially controversial proposals from both parties when floor debate starts next month. Sens. Joseph Lieberman, D-Conn., and John Warner, R-Va., will unveil a new nuclear title that will be offered to a bill the two authored with Environment and Public Works Chairwoman Barbara Boxer, which is aimed at reducing U.S. greenhouse gas emissions through a cap-and-trade program. Lieberman and Warner will offer it as an amendment because Boxer has not favored language singling out nuclear energy. But all three senators suggested today they may not be at odds on at least this initial framework of a nuclear section. “We’re not going to lose Sen. Boxer,” Warner said to reporters after an event with Boxer, Lieberman and religious leaders promoting their bill, which will be on the Senate floor as early as June 2. “I think it will be relatively non controversial,” Lieberman added.

Gov. Bill Ritter signed a uranium bill into law Tuesday morning that proponents say protects Colorado’s groundwater from pollution by uranium mining practices. The bill — HB 1161— was sponsored by Fort Collins legislators Reps. Randy Fischer and John Kefalas, both Democrats and requires assurances from uranium mining companies that they will clean groundwater to pre-mining quality once they finish the mining.

TOPEKA | Legislation allowing utilities to recover the cost of planning for a nuclear generating facility from ratepayers has been sent to Gov. Kathleen Sebelius. The House approved it 101-22 and the Senate endorsed it a few minutes later 29-3. Supporters say the bill is needed if utilities are going to seriously consider nuclear power. Opponents said it will mean higher bills for utility customers.

DENVER - Fort Collins resident Marina Mayer was so overwhelmed by a unanimous Senate committee vote Thursday to tighten regulation of uranium mining in Colorado she broke down in tears. "It's very emotional for me," said Mayer who is originally from Germany. "A week after my husband and I moved to Fort Collins, we heard about what was happening with the (Nunn) mine. There was a uranium mine in Germany and after it moved out the (landowners), well, they are still trying to work out the cleanup."
