I am glad you asked! While at the University of Strasbourg, I developed a structure for using moodle as a placement test tool, for a French Cultural Center in Germany. So essentially, they wanted to assess (mostly) German speakers on their ability in the French language. I had to look at the European framework of references for language assessment and use their course material to develop the structure. This was a project and was never really used (mostly because the project length was to short to be realistically and efficiently implemented). However, I do believe it is a possible way to use moodle. It did require a lot of language tweaking because of the nature of the modules: users are not "students", the courses are not really courses, etc... I would love to share the example with you.
