  • The European Commission has imposed fines
    totalling € 67 644 000  on seven companies – ABB, AREVA T&D,
    ALSTOM, Fuji Electrics, Hitachi and Toshiba - for violating the EC Treaty’s ban
    on cartels and restrictive business practices (Article 81). Siemens also
    participated but was not fined because it revealed the existence of the cartel
    in question to the Commission. Between 1999 and 2003, Japanese and European
    producers of power transformers operated an oral market sharing agreement,
    referred to as a "Gentlemen's Agreement", where they agreed that the Japanese
    members would not sell power transformers in Europe and that the European
    members would not sell power transformers in Japan. The power transformers in
    question are used to modify the voltage in electricity transmission networks.
    The fine for ABB was increased by 50% because it had previously taken part in a
    similar infringement.

In addition to calculating raw wind resource potential, this study also introduces and quantitatively analyses the environmental and social constraints on wind sector development. Concerns addressed include the noise and visual impact of wind power, as well as the deaths of birds and bats that fly into rotor blades. The report also evaluates the future costs of wind energy production across Europe in order to gauge the potential output at competitive rates.

The template will guide Member States in the elaboration of their Renewable Energy Action Plan and detail their strategies for reaching their 2020 renewable energy targets. Each Member State must submit a NREAP to the Commission by 30 June 2010 at the latest."

  • European Union emissions of climate-changing greenhouse gases (GHG) declined for the third consecutive year in 2007, according to the EU's GHG inventory report compiled by the European Environment Agency. The EU-27's overall domestic emissions were 9.3 % below 1990 levels, which equalled a drop of 1.2 % or 59 million tonnes of CO2 equivalent compared to 2006. The EU-15 now stands 5 % below its Kyoto Protocol base year levels.

    After two years of very strong growth, the solar thermal market (taking all technologies (including unglazed flexible collectors into account) marked time in 2007 with 6.9% less collectors being sold with respect to year 2006. In the end, this market reached 2.9 million m2 vs. 3.1 million m2 in 2006, i.e. an equivalent capacity of more than 2 000 MWth. This decrease is explained for a large part by a strong decline of the German market, the largest market of the European Union. Conversely, other countries are continuing to develop their markets and are showing double-digit growth rates.

    Eastern Europe is more advanced when itcomes to renewables. The UK's foreign policy is amazing towards climate change but British wind farm projects are having a hard time getting permitted. However, when eastern European countries joined the European Union they needed 10 per cent renewable energy by 2010 and 20 per cent by 2020, so farmers here like wind farms because they make money and there's little opposition.

  • The Energy Council of Thursday 19th February focused on the second Strategic Energy Review. Inevitably, the Council was cautious agreeing concrete changes to existing rules or arrangements on the basis of the Strategic Energy Review. Instead it has cautiously welcomed many of the proposals tabled or announced in the Review, awaiting the detailed Commission proposals or the outcome of discussions in Council on the specific proposals. Nonetheless, the conclusions do demonstrate a willingness of the member States for some - probably gradual - change in developing a more Community approach to energy security issues.

    A large majority of MEPs voted to endorse the EU’s Second Strategic Energy Review, which was proposed by the EC in November last year.

    The proposals form the basis of Europe’s ’20-20-20’ policy which aims to cut CO2 and energy use by 20% by 2020, and increase renewables by 20%.

  • For me the best energy is the energy that we don’t use. In other words, energy efficiency. There is no cleaner kilowatt/hour than the one we don’t consume. Every cubic meter of gas we don’t burn makes us a cubic meter less dependent on foreign supplies. Every barrel of petrol that we don’t need makes our economy a barrel less vulnerable to volatile oil prices.
