  Is there a way to turn off the highlighting and public notes of others on pages where I am not interested in what other Diigo users have to say?

  Yes, via the browser toolbar:
  
  - go to the Highlight button
  - click the drop-down arrow next to it
  - mouse down to See Private and Group Annotations
  - another menu will open up
  - click on See only Private Annotations
  
  Even if you do not mark your bookmarks as "private", this should display only the highlights that you've made yourself.

  Indeed, you can use these view annotation filters. In the upcoming release (new V4 site & toolbar), we will be rolling out even more anti-spam measures to allow more specific sites blockage and spam reporting.
