I don't think so, that could be an interesting feature I think the only way now is to regularly batch edit the bookmarks of that tag Browse the tag - > select all -> More actions... -> Convert to pub...
My suggestion is that we can also share with google reader when save a bookmark. We can share in twitter and send email, Why not with google reader too?
