    Another restriction: It is not allowed to post public sticky notes on home page such as www.yahoo.com now.

    As far as I know, all the restrictions have been met, however posting public sticky notes with the Firefox toolbar still does not work, and the public option is not listed. Oddly, when using the Diigolet bookmarklet, there is no problem posting public sticky notes.
